I think that the best possible game would be a completely convincing VR simulation in which you have no memories, the manual is encoded into ancient lore throughout the game world which slowly predicts the events you experience, and there is a massive plot twist when you finally realize all the hints you have been given throughout the game reveal that it has actually been a game all along- and what you thought was reality was a lie the entire time. The best mini game inside the game would be the same story told over and over in different ways, a game about saving a princess from some abstract evil figure, in which ancient lore and hints throughout tell of a legendary hero who saves the world, a mirror image of the plot twist reality which exists outside the game. The best movie in the game would be a millennium retelling of the ancient lore and hero figure who discovers his false reality at the bottom of technological knowledge and becomes the savior of the world through the power of faith, in which the creators of the movie themselves become corrupted and betray their own creation. Such a game would probably take an infinitely intelligent consciousness an eternity to make, but it would be so incredible it would be the only thing worth doing over and over for eternity.
